Member Surveillance OfficerNYC NYDirect-Hire/PermanentMust work onsite 4 days per week for the first 45 days and then 3 days per week laterResponsible for overseeing the credit lending surveillance program, assisting in lending activities, operations and ensuring that timely and quality risk data are used for risk-based lending decisions, and ensuring lending processes adhere to policies and standards. Effectively organizes and documents artifacts of evidence for credit lending decisions for full compliance with all governance requirements.Interaction with all First, Second and Third Lines of Defense with a focus on data collection and warehousing for compliance purposes.Essential Job Functions:GovernanceEnsure the integrity and accuracy of lending data.Ensure compliance with FHLB regulations, FHFA guidelines, and other federal requirements.Establish data governance policies, standards, and procedures for lending related data and information.Collaborate with stakeholders (e.g., Risk Management and Bank Operations) to clearly define data governance roles and responsibilities.Coordinate with 1st and 2nd LoD teams ensuring risk data (e.g., watchlist items) are used to inform risk-based decisions.Ensure member creditworthiness is factored into the decision-making process and complies with policies, standards, and requirements.Maintain up-to-date understanding of the Member's credit Risk profile (e.g., troubled members, largest borrowers, watchlist members, etc.).Keep up-to-date with industry trends and changes in regulations.Policy and StandardsDevelop and maintain data quality standards for lending information.Enforce compliance with data privacy regulations and standards, and credit risk policies and standards across all lending activities.Implement appropriate data retention policies for lending related information.Process and ControlsAssist with watch list member activities such as monitoring, reporting, analytics and creating procedures.Manage the Member Surveillance program.Implement appropriate data validation and reconciliation processes.Conduct regular reviews and assessments of lending data and processes.Understand key processes and associated risk and controls, including domain-specific processes and risks.Establish and implement controls to ensure timely, accurate, and complete availability of lending data, and to mitigate data-related risks in lending activities.Issues and EventsEnsure the surveillance program exceptions are handled and disposed in a timely manner.Monitor data quality issues, discrepancies, and anomalies in lending information.Investigate data discrepancies or inaccuracies and implement corrective actions.Report data discrepancies to relevant stakeholders, as appropriate.Collaborate with 2nd LoD Risk Management to analyze internal and external loss events to identify new risks.Coordinate and prepare ad-hoc 2nd LoD risk management reporting requests.Risk AppetiteAlign data management practices with the Bank's risk appetite.Support and establish thresholds for acceptable levels of data risk lending information.Risk Profile and ReportingAssess overall data risk profile of lending applications and information systems.Monitor and report key data quality indicators and metrics.Conduct periodic reviews and assessment of data governance practices to ensure effectiveness.Collect and consolidate content for risk management's reporting to management, board, audit function and/or regulators.Continuous ImprovementImplement enhancements to data management processes based on data quality standards and assessments.Provide training and support staff to improve their understanding of data management standards.Collaborate with Risk Management, Bank Operations, and Information Technology to implement technological solutions for data governance and management.Embed mindset of continuous improvement, drive transparency, governance and changes that result in continuously improving the lending environmentSkills:Proficiency in data governance, data quality management, and data modeling techniques to ensure the integrity and accuracy of lending information, including experience overseeing large surveillance programs for banks.Familiarity with systems, databases, and technology platforms used for managing and analyzing lending data.Strong analytical skills to interpret complex lending data, identify trends, and derive actionable insights for decision-making.Ability to identify and source key surveillance flags to assess risks related to liquidity and credit suitability of banks, credit unions, and insurance companies, including understanding of data-related risks and controls to mitigate risks associated with data privacy, security, and regulatory compliance.Ability to manage initiatives and projects related to data governance, data integration, and system enhancements for lending information management.Effective collaboration skills to work with cross-functional teams, including IT, risk management, Internal Audit, and business units, to achieve organizational objectives related to lending information management.Expert use of Microsoft Office Suite and Adobe Pro, use of data queries and SQL experience a plus.Effective communication (written and verbal) and interpersonal skills.Detail oriented with strong organizational and documentation skills.Knowledge of FHLB regulations, FHFA guidelines, and federal compliance requirements.Education:Bachelor's degree in business, finance, or related field required. Master's degree is a plus.Required Experience Minimum of five years in credit analysis, compliance, or a related role in the financial industry.
