Primary Purpose of Position:   The Project Manager will work with responsibility for the design and/or plan review of a full range of renovation or new construction projects. This position is responsible for coordinating, scheduling, estimating, and/or managing the complete design package, designing, or reviewing designs for building aesthetics and spatial relationships, and contracting out the detailed structural, mechanical, and electrical engineering portions of the design or plan review. Key Responsibilities:   * Conducting needs assessment, project feasibility studies, initial cost estimating, and project programming.  * Reviewing the schematic design, design development, and construction drawings designed by outside consultants for meeting programming, functionality, building codes, materials use, special codes, or design standards, and accepted architectural standards. * Reviewing plans from an outside designer and coordinate the review with the engineering disciplines, assemble all review comments, inspect buildings for renovation, repair, and code compliance needs, conduct research into new materials and design or construction techniques, and act as the principal liaison for all assigned projects.  * Preparing bid and contract documents, reviewing change orders, site planning, and the supervision and work direction lower-level positions. * Managing project budgets, approves payments to contractors and designers.   * Coordinating internal architectural/engineering review of schematic designs and construction drawings provided by outside consultants for conformance with operational needs and local, state and federal codes and professional standards.  * Representing the Department's interests at construction progress meetings, conferences, and inspections and reviews, negotiates, and approves change orders during construction as appropriate.  Licensure or Credentials Required: * Valid NC Driver's License or have the ability to obtain for employment. Any information omitted from the application form, listed as general statements, listed under the text resume section, or on an attachment will not be considered for qualifying credit.    Qualified candidates must have or be able to:   * Demonstrated knowledge of NC General Statutes and NC Building Codes relating to architectural and/or engineering planning, design, consulting, contract administration, construction, renovation, and major maintenance and repair. * Demonstrated knowledge of architectural and/or engineering design methodologies, construction methodologies, and construction management, as well as general construction. * Demonstrated knowledge of materials, construction techniques, codes and standards, soils, project management, and of the laws and ordinances pertaining to the design, construction, and renovation of buildings and other facilities. * Demonstrated experience reviewing designs of outside consultants and/or read and interpret all associated plans, codes, and/or specifications. * Demonstrated experience creating design solutions, to estimate costs, schedule, and/or coordinate projects, and to technically direct others and review and evaluate their work. Management Preferences: * Demonstrated ability to communicate effectively both orally and in writing, and to establish and/or maintain effective working relationships. * Professional Engineering Licensure in NC or * A valid license to practice architecture granted by the North Carolina Board of Architecture. * Five years of architectural design, engineering design, or construction administration experience with capital projects. * Demonstrated experience planning and/or directing the work of architects, engineers, and/or construction personnel. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
